In 2010, among the 14,391 new civil servants recruited by central government departments, 93.2 percent came from an ordinary family, meaning their parents were workers, farmers, teachers or doctors instead of members of the wealthy and powerful elites, according to the State Administration of Civil Service.

According to statistics, in the past five years, there were 11.8 million people who participated in the civil service examinations and 620,000 civil servants have been recruited. More than 90 percent of new civil servants recruited by central government departments come from an ordinary family background. This shows that that China is paying attention to social fairness and justice by providing equal opportunities to talented people to become civil servants.

In the past five years, China has constantly increased the recruitment ratio of people who have grass-roots work experience. The ratio has reached more than 70 percent in departments at the provincial level and above in 2010. China has optimized the structure of the sources of new civil servants. Also, relevant departments have gone to great lengths to improve the quality of test items, which has improved the quality of recruited personnel significantly.

Experts say that with the growing transparency of China's examination and recruitment work, these tasks have become more standardized. The civil service system has voluntarily accepted the supervision of all aspects of society, and the credibility of the examination and recruitment system is recognized by the people.
