China overtakes Japan in research spending

Beijing, Nov.17 (People's Daily Online) --China has overtaken Japan as one of the world's top spenders on industrial research and development, second only after the United States, according to a recent report by the World Intellectual Property Organization.

The organization issued its first world intellectual property report titled "The Changing Face of Innovation" in Geneva on Nov. 14. According to the report, ownership of intellectual property rights has become central to the strategies of innovative firms worldwide. The organization also called for the establishment of an effective intellectual property system to cope with the changing innovation trends.

The report said that global R&D investments almost doubled in real terms from 1993 to 2009, with 70 percent of the investments coming from high-income countries.

Meanwhile, low- and middle-income economies increased their share of global R&D expenditure by 13 percent. China alone accounted for more than 10 percent of the increase, making it the world’s second largest R&D spender in 2009.
