China has more than 15 million female cadres

The Office of the State Council Work Committee for Women and Children has advised that there are more than 15 million people in the Communist Party of China, accounting for 38 percent of the total.

The Principal of the Office of the State Council Work Committee for Women and Children said that of cadres at or above provincial or ministerial level nationwide, 10.3 percent are women, an increase of 1.3 percent from 2003; of cadres at or above city level, 12.9 percent are women, an increase of 0.7 percent; and female cadres at or above county level account for 17.2 percent of the total, an increase of 0.5 percent. In fact, there has been an overall increase of approximately 10 percent in female cadres at all levels of government.

Of the deputies attending the 10th NPC National Committee, 604 are women, accounting for 20.2 percent, slightly less than at the previous session. However, there are 21 women on its Standing Committee, accounting for 13.2 percent, which is an increase of 0.5 percent. There are 375 female members of the 10th CPPCC National Committee, accounting for 16.8 percent, an increase of 1.3 percent and the highest ever proportion of female members. There are 35 women on the 10th CPPCC Standing Committee, accounting for 11.4 percent of the total, and an increase of 1.4 percent from the last session.

In 2005, the proportion of women on neighborhood committees nationwide was 53.1 percent, outnumbering men. In the same year, the proportion of women on village committees nationwide exceeded 16.7 percent, an increase of 1 percent from 2000. However, the ratio of participation in government by women in rural areas is still lower than that of women in cities.

Issues for elderly Chinese women worth attention

At present, there are nearly 144 million people in China over the age of 60, accounting for more than 10 percent of the total population. Some experts predict that in the next 20 to 30 years, the proportion of elderly Chinese women in the total female population will reach around 25 percent, meaning that there would be one elderly woman in every four Chinese women.

"Older women need special attention in many areas," said Tan Lin, director of the Institute of the National Women's Federation.


The average life expectancy of a Chinese woman has reached 74.1 years, which represents an increase of 0.8 years from 2000.

The proportion of female employees nationwide has reached 45 percent, which is already higher than the target of 40 percent set in the Program for the Development of Chinese Women (2001-2010) for the year 2010.

In 2006, the net primary school enrollment rate for girls was 99.29 percent, exceeding for the first time the rate for boys by 0.04 percentage points.

During the 10th Five-Year Plan period (2000-2005), the population of poor women in rural areas fell by more than four million.

In 2001, the Chinese government discussed and approved an amendment to the Marriage Law, and for the first time formally included the prohibition of domestic violence. By the end of 2005, a total of 23 provinces, autonomous regions and municipalities had adopted local laws against domestic violence.
