Philippine President to attend ASEAN summit in Kuala Lumpur

Philippine President Gloria Macapagal Arroyo will lead the Philippine delegation to the 11th Association of South East Asian Nations (ASEAN) Summit in Kuala Lumpur, Malaysia, from Dec. 11 to 15, Philippine Department of Foreign Affairs said Thursday.

Heads of states from the 10 ASEAN member countries and dialogue partners from China, Japan, Korea, Australia, India, New Zealand and Russia will attend the summit with the theme of "One Vision, One Identiy, One Community".

The Philippines considers the ASEAN Declaration on the Establishment of the ASEAN Charter, expected to be issued at the summit, as a milestone in ASEAN, because it commits the ASEAN leaders to establish a new legal institutional framework that will help realize the goals and objectives of an ASEAN community, said the foreign department.

The ASEAN charter will confer a legal personality to ASEAN and streamline its existing bodies and mechanisms, according the Philippine officials.

The ASEAN leaders have decided to appoint 10 member Eminent Persons Group (EPG) on the charters whose task is to recommend the broad guidelines in drafting it and assess the future decisions of ASEAN by 2020 and beyond.

The Philippine Representative to the EPG of the ASEAN Charter is former president Fidel V. Ramos with former ambassador Rosario G. Manalo as his assistant.
