Hou Jianjun, former Liaoning Provincial Deputy to the National People's Congress, was prosecuted for murder Tuesday by the Fushun Municipal People's Procuratorate.
Hou allegedly knocked down Qiu Ji, a 55-year-old retiree, on the early hours of March 28 with his car in Fushun City. Qiu got up and tried to run away for about 50 meters, but was knocked down again by Hou's car, the procuratorate said.
Qiu died from skull fracture and hemorrhage, the procuratorate said.
After the accident, Hou, who served as board chairman of Xingye Mechanisation Transport Company Limited, was arrested for murder after having been deprived of the title as a provincial deputy to the National People's Congress, according to local police.
Hou allegedly had bumped Qiu when driving and the two argued.
Hou then chased and knocked down Qiu at a nearby shopping mall, police said.
Hou fled from the scene, but surrendered to police later and was confirmed to be drunk when committing the crime, police said.
