New rule issued to bolster movie industry

China's State Administration of Radio, Film and Television is speeding up the draft of a movie promotion law as the first effort to create legislation for its movie industry, China Daily reported Monday.

China's State Administration of Radio, Film and Television is speeding up the draft of a movie promotion law as the first effort to create legislation for its movie industry, China Daily reported Monday.

The draft is expected to be finished in May, and will be then sent to movie circle insiders for suggestions and go through more research.

Aimed at pushing forward China's movie industry, the law, if passed, will stress market demands, fair competition, management in line with legal procedures, copyright protection and industrialdiscipline.

In the draft, the functions of films will be defined. Copyrightwill be protected to encourage the enthusiasm among producers. A system of movie market access will also be set up. And relations between the government and the movie industry will be adjusted with the government shifting its functions and pushing innovative management practices.

Monopolies in the movie industry will also be broken to push forward fair competition, and domestically made movie production will be backed by the government.

The paper said the draft will meet requirements for movie industry growth and is a response to strong calls by movie producers for a long term system.

In recent years, China's movie industry has begun transforming from a teacher-like producer to a commercially viable sector. The market has also been playing an increasingly important role in theproduction, distribution and screening of films.

Movie producers have long anticipated regulations of this sector, especially since piracy has been a chronic headache for them. Copyright protection, made clear by the law, provides legal weapons for movie producers.

Hopefully, the law will help sharpen the competitive edge of China's domestic film industry, the paper said.
