China steps up implementing talents-introduction plan

According to statistics China invited about 390,000 person-times of foreign and overseas experts to work in China in 2003 and sent out about 40,000 person-times of Chinese for training. The figures were 8 and 12 times that of ten years ago.

According to statistics China invited about 390,000 person-times of foreign and overseas experts to work in China in 2003 and sent out about 40,000 person-times of Chinese for training. The figures were 8 and 12 times that of ten years ago.

Wan Xueyuan, director of State Administration of Foreign Experts Affairs (SAFEA), said the stratagem of "getting powerful and prosperous of a country by persons of ability" has found its way deep into the people's heart. The positive effect of talents introduction has further made itself clear since China's entry into the WTO and overseas elite talents come to work in China's mainland with enthusiasm.

It is learned that China's talents introduction project is mainly centered on traditional industries, catering businesses and scientific and technological circles. As for now China has established 87 talents introduction model bases at the state level, 13 national model units of talents introduction and set up a national cooperation network for demonstrating the achievements in the introduction of talents.

Wan Xueyuan said China would abide by international personnel flowing law; actively tap for both international and domestic human resources; perfect the employment and incentive mechanisms for overseas talents; continue to push forward the construction of international personnel market and perfect market exchange rules. While continuing to support traditional industries China would further strengthen the support of innovative and high-tech industries especially in the software and integrated circuit areas. Through such measures as employing foreign experts and abroad training China is to introduce advanced technologies and modern management experience; promote the technological advancement of enterprises, management innovations and industrial upgrading; and enhance the international competitiveness of enterprises.

Conference on International Exchange of Professionals (CIEP) was held today under the sponsorship by SAFEA, Jiangsu provincial government and Nanjing municipal government. Its theme is "to pool in talents from worldwide and promote common development".

As learned the meeting was mainly concerned with international personnel exchange and project cooperation, taking the form of project-coupling and international personnel recruitment. Through the forms of exchange and negotiations it was to provide services such as introducing overseas technologies, intelligence and talents to the various Chinese organizations. Present at the meeting were about four thousand overseas students and experts from the US, UK, Germany, France, Canada, Japan, Switzerland, Sweden, Australia and Singapore.
