China to establish defective products recall system

On Jan. 7 news came from National Conference of Directors of Quality and Technology Supervision Bureaus that China will establish a defective products recall system within this year and defective automobiles recall will first be experimented.

It is said the purpose of establishing defective products recall system is effectively eliminate the danger on the safety of person and property that various products bring about due to their systematic defects. With defective automobiles recall as the pilot project the regulation system of defective products should be quickly established so that public safety, public interests and social-economic order can be effectively maintained.

According to an official at General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) this year China will implement Foodstuff Market Access System in an all-round way. Based on what has been successfully achieved on the market access of five kinds of foodstuff including rice, flour, oil, soy sauce and vinegar China will push on the market access of 10 kinds of foodstuff including meat products and start the job on the market access of the third-group foodstuff including tea and cake. China strives to implement this system on all 28 kinds of foodstuff in 2004.

GAQSIQ also plans to draw up 2004��s national list of products that will be under focal supervision and spot check and dynamic management. Emphasis will be put on the supervision and spot-check of products that endanger personal health, safety and properties and those that have conspicuous quality problems. If, during inspection, a product is found to have serious quality problems, insufficient market access qualification and low quality credit market withdrawal system will be implemented by means of media exposal, withdrawing from the shelf, revoking production license, recommending for business license withdrawal and forced withdrawal etc.
