Servicemen of the Chinese People's Liberation Army (PLA) and the Chinese People's Armed Police (PAP) have been urged to participate in the transformation of China's military.

They are urged to study the instructions of Jiang Zemin, chairman of the Central Military Commission (CMC), and energetically participate in developing the military with Chinese characteristics, capable of fighting and winning victories in the information era.

The PLA General Political Department has issued a notice demanding that all servicemen study the important thought of the "Three Represents", which says that the Communist Party of China always represents the trend of development of advanced productive forces and culture in China, and the fundamental interests of the overwhelming majority of the Chinese people.

"On the Building of National Defense and the Army," a collection of instructions by Jiang, has been made the basic textbook for such study, according to the notice, which urges the armed forces to firmly adhere to the principle of the absolute leadership over the army by the Party.
