New Family Planning Regulation Features Service to the Public

Beijing's new regulations for population and family planning stress the importance of the government's service to the general public, said Deng Xingzhou, director of Beijing Population and Family Planning Commission.

Beijing's new regulations for population and family planning stress the importance of the government's service to the general public, said Deng Xingzhou, director of Beijing Population and Family Planning Commission.

The regulation, due to take effect Sept. 1, was described as more humanistic, as it requires governments at various levels to offer assistance to one-child families, providing preferential treatment in areas such as finance, insurance, medical service, education, employment and the like.

According to the regulation, each parents of a one-child familywill receive 1,000 yuan (120 US dollars) as bonuses when they retire. If the only child loses the ability to work or dies, parents will receive compensation of 5,000 yuan (602 US dollars) from the local government.

Xue Huiying, from Tongzhou District of Beijing, has already benefited from the preferential policies.

"With help from the local government, my family set up a breeding business. It has run pretty well so far. The yearly production value reaches around 6 million yuan (722 thousand US dollars)," she said.

"The government has also established a pension insurance systemin my county. My neighbors share the opinion that the system is sogood that we have no need to raise another kid," she said.

As the most populous country in the world, China has been promoting a family planning program for more than 30 years and hasachieved coordinated development between population and economy.

The law on population and family planning was enacted last September. In response, most of the local governments across the nation have launched regional regulations for its implementation.
