Operators of Unlicensed Cyber Cafe Sentenced

The two operators of the Lanjisu cyber bar in Beijing municipality, the site of an arson attack last June, were sentenced to prison terms Monday for operating an unlicensed facility.

The two operators of the Lanjisu cyber bar in Beijing municipality, the site of an arson attack last June, were sentenced to prison terms Monday for operating an unlicensed facility.

The verdicts were announced by the First Intermediate People's Court of Beijing in a public trial held Monday.

In accordance with the verdicts, Zheng Wenjing, one of the operators, was given a jail term of three years and fined 300,000 yuan (about 36,145 US dollars), and Zhang Minmin, the other operator and the former's girl friend, was sentenced to one year and six months and fined 200,000 yuan (about 24,100 US dollars).

Lanjisu (blue speed) Cyber Cafe, located in the No. 20 compound on Xueyuan Road in the city's western Haidian District, was set ablaze in the early hours of June 16 last year, leaving 25 people dead and 13 others injured.

Those suspected of setting the blaze were found guilty and are currently serving their sentences.

The court verdict says that Zheng Wenjing ran two unlicensed cyber bars under the name of "Bojue" (Earl) in Haidian District from 1998 to 2001, and Zhang Minmin was put in charge of monitoring the financial affairs of the two Internet bars.

Prior to the blaze, the operators had received six warnings from local authorities of the administration of industry and commerce. Despite the warnings, between April 2001 and June 2002, Zheng and Zhang operated cyber services without any special business permit.

The two defendants raked in more than 400,000 yuan (about 48,200 US dollars) in revenue and earned over 100,000 yuan (about 12,048 US dollars) in profits from their illegal operations.

Following the fire, Zhang Minmin was captured and detained by police, and Zheng gave himself up some time later.
