According to the country's electoral commission, Duarte, who was Paraguay's former education minister,won 37.6 percent with 82 percent of the vote counted in Sunday's presidential elections.
More than 100 international election observers were on hand to monitor the elections in which some 2.5 million voters were eligible to cast ballots. Voter turnout was estimated at 70 percent.
The president-elected Duarte who will officially take his office on August 15, says he will salvage his country from recession.
