Top Chinese legislator Wu Bangguo Friday urged the country's lawmakers to quickly familiarize themselves with the regulations and ground rules of the national legislature.

Wu, chairman of the Standing Committee of China's National People's Congress (NPC), the country's top legislature, said at a lecture given to the lawmakers that three-fourths of the 10th NPC Standing Committee members are newly elected, so it is important for them to know the regulations to better fulfill their responsibilities under the Constitution and law.

The lecture, delivered by Yang Jingyu, chairman of the NPC Law Committee on China's legislative and legal systems and legislativeprinciples, was given prior to the second meeting of the 10th NPC Standing Committee, which is to start this afternoon.

Giving law lectures prior to or after the regular NPC Standing Committee meeting is a practice formed during the past five years.

"The 10th NPC Standing Committee will carry on this practice," said Wu.
