China Works out Preventive Plan for 'Nuke Terror' Attack

After the "9.11 Terrorist Accident", "nuclear terror" is by no means a Democritean dagger hung only over the head of the US. To nip it in the bud, China has begun to work out a set of preventive measures in medicine to cope with the emergency case of nuclear terrorism.

After the happening of the "9.11 Terrorist Accident", "nuclear terror" is by no means a Democritean dagger hung only over the head of the US. To nip it in the bud, China has begun to work out a set of preventive measures in medicine to cope with the emergency case of nuclear terrorism.

The reporter learned the news at the international symposium on "Nuclear Energy and the Public" jointly held by China Atomic Energy Agency and International Atomic Energy Agency (IAEA) on Sunday.

Su Xu, Director of Nuclear Accident Emergency Center with the Ministry of Public Health Sunday gave an introduction to the reporter by saying that after the happening of the "9.11 terrorist accident" how to prevent and handle terrorist assault, ensure the national political, economic and social safety and guarantee the health of the public have become a focal point of attention for all governments of the world.

Due to the pressing situation in the anti-terrorism of the world, the Ministry of Public Health has mapped out a series of measures, such as "Draft Medical Plan for Ministry of Health to Deal with Emergency Case of Using Nuclear Radiation for Terrorist Attack" and the "Implementation of Medical Program for Ministry of Health to Cope with Nuclear Radiation and Terrorist Attack" for coping with the accidents. They were published at the beginning of the year so as to strengthen China's capability in coping with the nuclear terrorism and radiation attack.

As learned any installation (including simplified nuclear explosion) by way of threatening to use or actual use which is able to give forth radioactive matters, or any event by way of threatening to attack or actual attack on the nuclear installations (including key installation of radioactive source), thus causing the emission of radioactive matters, leading to psychological and social influence among considerable groups of people and inflicting casualties and thus causing damage to national public affairs, to the life of the people, and to social stability and economic development shall be deemed in conformity with the definition of the plan as a event of "nuclear and radiation terrorist assault".

In line with the regulation, once any nuclear terrorist event in suspicion happens, the finder and the unit that finds must all at once report to the departments of public security and of health about it. In the meantime when local government immediately sends person to the scene for checking over whether it's an actual case or not it must be reported from level to level all the way to the Ministry of Public Security and Ministry of Public Health within a span of 4 hours. In this way it is able for the national departments concerned to put into operation corresponding procedure to cope with the emergency case in view of the seriousness of the case.

In order to deal with the nuclear terrorist event the Nuclear Accident Emergency Center with the Ministry of Health has specially set up a small detachment of 12 persons for medical rescues. Dividing into two small teams of action all members are specialists of middle age and young people specializing in the prevention and rescuing of diseases caused by nuclear radiation or radioactive matters.

The center has made necessary preparations to equip the individuals of the detachment with the protective and preventive means and with equipment for the rescuing and preventive medicines. The rescuing team is as always in a state of pending for orders. Once receiving an order for setting out team members will get together at the Nuclear Accident Emergency Center at the fastest possible speed. And they, with all rigs for rescuing ready, will reach the scene where happens the nuclear terrorist event, directing and helping the local area in conducting the rescuing activities.

In exception of the speedy treatment and effective rescuing measures to be taken after the happening of nuclear terrorist event great attention has been paid to the antecedent preventive work. At present, the safety and protection work of all nuclear installations have been greatly strengthened.

Aside from all that said and done above, China is now engaged in a research for measures against the serious accident of nuclear power plant and work out safety regulations for the designing and construction of nuclear power plant. And it is also to have a periodic appraisal checkup for its safety and security and to conduct training for relevant personnel in order to raise the safety of nuclear installations.
