HKSAR-mainland Economic Cooperation Entering New Phase: Academic

A mainland academic said the Closer Economic Partnership Arrangement (CEPA) between the Hong Kong Special Administrative Region (HKSAR) and the mainland signifies a new phase of the economic relationship.

A mainland academic said the Closer Economic Partnership Arrangement (CEPA) between the Hong Kong Special Administrative Region (HKSAR) and the mainland signifies a new phase of the economic relationship.

Chen Guanghan, head of the Hong Kong, Macao and Pearl River Delta Research Center of the Zhongshan University, made the remarks Saturday while speaking at a symposium organized by the Joint Committee for the Promotion of the Basic Law of Hong Kong tocelebrate the 13th anniversary of the promulgation of the Basic Law.

His remarks came as the Hong Kong Special Administrative Region(HKSAR) awaits the final details of the CEPA.

HKSAR Chief Executive Tung Chee Hwa announced in his policy address on January 8 that the Central People's Government has agreed to speed up discussions on HKSAR entering into CEPA with the mainland with a view to reaching an arrangement on the main parts by June 2003.

The arrangement, Tung said, will benefit the services sector inthe HKSAR in its expansion into the mainland market, particularly the financial, logistical, tourism and manufacturing industries, and open new opportunities for businesses in general.

Chen said, "In June this year, this meaningful arrangement willbe materialized. This represents the relationship between the HKSAR and the mainland is entering into a new phase of cooperation.

"The three places of Guangdong Province, HKSAR and Macao Special Administrative Region should then grasp the opportunity toimprove their mode and level of operation within this cooperative framework."

Speaking on the same occasion, Yeung Yue Man, director of the Institute of Asia Pacific Studies of the Chinese University of Hong Kong, called for closer cooperation between the HKSAR government, the municipal governments in Guangdong Province and the Guangdong Provincial government in the aspects of issuing visas for mutual visits, capital flow, passenger flow, logistics, transportation, infrastructure construction, cultural activities and immigration arrangements.
