Trial Contract System Begins for Rural CPC Branch Heads in N. China
The Horinger County government in north China's Inner Mongolia Autonomous Region plans to hire 155 secretaries of local village branches of the Chinese Communist Party (CPC) as part of a new trial contract system.

Lu Huisheng, secretary of the Party branch of Horinger County, said the measure was designed to train a troop of professional village Party leaders and to break the long-standing rule which requires a branch secretary be chosen only from his or her village.
"Hiring those competent for the post no matter where they live will help improve the leadership of the grass-root Party branches and better serve the needs of the people," he said.
Currently, the first batch of 106 candidates have passed their primary tests and are being trained for the second round of examination conducted by the CPC branch of Horinger County.
Among the total, 33 are army veterans, 25 are current secretaries of local village branches, 24 are cadres of governmentadministrations and eight are laid-off workers.
Candidate Wang Mingzheng, who formerly served with the Inner Mongolia Military Region, said, "When I came back to the county after decommissioning in 2001, I entered the animal-husbandry business and my family is quite well-off now."
"However, due to the incapability of some of our village heads,the average living standard of my village is still lower than thatof others," he said, adding that that was the reason he volunteered to be a candidate.
According to Lu, the employment contest is open to the county's6,000 CPC members wherever they live or whatever they do. And winners must sign contracts with relevant departments for a three-year tenure.
According to the contracts, the annual salary package must be no less than 10,000 yuan (about 1,205 US dollars). What's more, the new secretaries will still undergo a number of examinations during their terms, such as democratic appraisal, interim checks and auditing when their terms expire.
