Xiamen Port Puts into Effect Maritime Traffic Safety Law

A locally-enacted maritime traffic safety regulation has been put into effect to handle the complex conditions in the Port of Xiamen of southeast China's Fujian province.

A locally-enacted maritime traffic safety regulation has been put into effect to handle the complex conditions in the Port of Xiamen of southeast China's Fujian province.

The regulation, drafted in light of China's Maritime Traffic Safety Law, addresses general principles, navigation environment, safety guarantee, dangerous goods transport and legal responsibility, sources with the local legislature said.

According to the local maritime authorities, the port of Xiamen is experiencing increasing turnover growth, handling 1.75 million standard containers in 2002, up 36 percent over the previous year.

In addition, the port has opened 44 international container lines and has been listed among the world's top 40 ports, the source said.

However, the port has been afflicted with a complicated navigation environment and a series of unfavorable factors including typhoons, violation of maritime traffic regulations, unauthorized maritime life breeding and illegal fishing operations, the source explained.

These factors have seriously disrupted navigational order and caused a large number of maritime traffic accidents, the source said.

The local regulation takes into full consideration the complex situation in the port of Xiamen, the source said, stressing that the drafting of the law targets standardizing navigation, berthing and operation of all relevant vessels and trying to avoid or lessen the occurrence of accidents.
