Chinese Ambassador on Disarmament Hu Xiaodi said Thursday in Geneva that preserving global strategic stability was a pressing issue for the international community.
Chinese Ambassador on Disarmament Hu Xiaodi said Thursday in Geneva that preserving global strategic stability was a pressing issue for the international community.
Addressing the plenary session of the 2003 Conference on Disarmament held in Geneva, Hu pointed out that moves towards the weaponization of outer space constituted a serious threat to strategic stability and hampered arms control and disarmament efforts.
"Preventing the weaponization of and arms race in outer space must be high on the agenda of the international community," he said.
Elaborating on China's position on global strategic stability, Hu urged that the arms control and disarmament regime, which has become part and parcel of the global collective security structure, should be preserved.
He said the role of nuclear weapons should be diminished in national security doctrines and strategic dialogue and cooperation should be strengthened among countries.
He also insisted the Conference on Disarmament could play a more active role. He said the Conference, as a law-making body in the multinational arms control and disarmament field, was highly representative of military and security expertise and constituted an invaluable pool of political and technical expertise.
China attaches great importance to the role of the Conference on Disarmament and expects an early commencement of substantive work on addressing the security concerns of all nations, Hu said.
This year marks the 25th anniversary of the first Special Session of the UN General Assembly devoted to Disarmament. The annual session of the Conference on Disarmament, the world's sole multilateral forum for disarmament negotiations, is divided into three parts.
This year the first part of the session started on Jan. 21 and will conclude on March 28, the second part will run from May 12 toJune 27 and the third will be held from July 28 to Sep. 10.
