The new CPC leadership is working in an orderly way and all the Party members and Chinese people are acting in the sprit of the 16th Party Congress by focusing on construction and development in an effort to continuously push forward China's socialist modernization drive, Hu said Wednesday in a meeting with Finnish President Tarja Halonen.

China is ready to take a more active and pragmatic approach in the new century to work with Finland for sound and steady growth in bilateral friendship and cooperation, says Chinese Vice-President Hu Jintao.

Hu made the remarks in Beijing Wednesday at a meeting with visiting Finnish President Tarja Halonen who arrived in Beijing Tuesday on a three-day state visit to China as guest of Chinese President Jiang Zemin.

Hu welcomed Halonen and extended his congratulations on her receiving an honorary doctorate degree from the Chinese Academy of Forestry.

He said Finland is one of the first western countries to establish diplomatic ties with new China and bilateral relations have progressed steadily in the 52 years since.

He highlighted the constant contacts between leaders of both countries in recent years, wide-ranging productive bilateral cooperation, their identical or similar views on some major international issues, and their sound cooperation within the multi-lateral framework including the United Nations.

He also elaborated on the just-concluded 16th National Congress of the Chinese Communist Party (CPC).

The Congress is a great success. Comrade Jiang Zemin delivered a good report which has answered important questions as what banner the Party will hold, what road it will take and what goals it will achieve in the new century, he said.

A historical contribution of the Congress is to establish the important "Three Represents" thought as a guiding theory that will be long adhered to by the Party. Another important achievement is that the Congress clearly put forward the objective of building a well-off society in an all-round way in China, and made all-round arrangements for Party and state work, the newly-elected general secretary noted.

A new central committee of the Party was also elected and leadership transfer was conducted smoothly, Hu added. Now the new leadership is working in an orderly way and all the Party members and Chinese people are acting in the sprit of the Congress by focusing on construction and development in an effort to continuously push forward China's socialist modernization drive.

Halonen congratulated Hu on his election as general secretary of the CPC Central Committee.

Hailing China's accession to the World Trade Organization, Halonen said she hoped to see China playing a positive role in international trade.

To meet the challenge of globalization, all countries in the world should work together closely to make it benefit society, and Finland hopes to further expand cooperation with China in all fields, she said.

She said Finland-China relations have progressed smoothly in the past decade with fruitful cooperation in new- and high-tech fields, information, forestry and environmental protection.

She felt honored to receive the degree from the Chinese Academy of Forestry (CAF), saying her country will increase cooperation with China in the forestry sector.

Halonen said ties between the two countries' forestry departments will become increasingly important in the next few years, expecting much more cooperation in this field.

Halonen also attended a ceremony to sign an agreement on Sino-Finnish cooperation in forestry science and technology, and met Chinese and Finnish participants at a symposium on management and investment in forestry industry.

Top legislator Li Peng and Chinese Premier Zhu Rongji also met separately with the visiting Finnish President on Wednesday. Both Li and Zhu said that the bilateral relations - founded on a good political basis - had enormous potential.
