China possesses great potential to become a major global information technology (IT) presence, a celebrated U.S. IT entrepreneur said in Orlando, U.S. Monday.

In an interview with Xinhua during the CA World 2002 which kicked off here Sunday, Charles Wang, chairman of the board of Computer Associates International, Inc., said China has tremendouspotential in terms of software market, but his company does not look at the country as just a source of good cheap technical talent, which is different from many other companies.

"We will continue to invest heavily in China. We believe it is not just a market place but a source to build IT industry," Wang said.

Wang advised against relying on cheap labor to develop the IT industry in China, saying "You cannot build your own future just by always being the lowest cost provider. You have to develop the capital and produce products to be exported in the future."

He said China can become a major global IT presence, because the talent is there and what it now lacks is knowledge and experience, which he said are just something CA brings to the country.

Wang said that CA enjoys good cooperation with China. With the right kind of investment, whether it is direct investment or jointventure or partnership, CA is helping build the IT industry in thecountry and "we hope it will develop products to be exported in the future," he said.

He also expressed his belief that more and more CA products will come from China. "At some time later this year, we will starta high product that will come from China," he said.

About his message to the Chinese Government and would-be entrepreneurs in terms of the development of IT industry, Wang said his message to young people in China is that there are now many opportunities as the needs for IT are tremendous and what to start with is to find one area and go into it.

"To the government I would say, be careful not to get misled bythe size of your own local market," Wand said. He advised against starting over each time in the development of IT industry in China, saying that there are certain standards already and the right thing to do is "to try as possible as you can" to stay with those standards.

In certain areas, he said, China can set its own standards, butshould adopt those already there in others and always recognize the fact that there are many standards.

On the future of IT industry in the world as a whole, Wang saidsome people have confused the devaluation of some IT companies in the stock market with what IT is all about.

The IT industry is developing healthily because the use of IT has continued to increase dramatically, he added.

He said IT is like electricity which soon changed the world after it was first discovered and IT is now doing the same today. "If China becomes a major IT supplier and I believe it will be, the whole society will greatly benefit from it," he added.

CA World 2002, an electronic business conference and exhibitionwhich has attracted over 10,000 people including customers, IT analysts and journalists, is expected to last till April 25.

Founded in 1976 by Charles Wang, a Chinese American, CA now ranks as a world leading software provider. It currently has at least six joint ventures in mainland China, providing localized anti-virus software, e-Business applications, telecommunications management, and a full range of Internet application service provider software.
