The Inter-University Council of East Africa (IUCEA) is currently working out a viable mechanism for student exchange and credit transfer within universities in Kenya, Uganda and Tanzania, an IUCEA official saidhere on Monday.

Executive Secretary Prof. Chacha-Nyaigotti Chacha told local media that under this program, an agreed number of students from apartner state will be able to study at a university in another East African state on a one-to-one basis in order to avoid the problem of lack of foreign exchange.

"Student-exchange and credit-transfer at all levels will form part of our core business at IUCEA," he said, adding that the details of this program would be made available soon.

Chacha recalled that the scheme was originally designed to facilitate equitable sharing of limited and uncommon university facilities. But now, it provides the best method of maintaining the East African character of the universities.

He disclosed that presently the IUCEA is organizing an exchangeof students between the University of Dar es Salaam in Tanzania and Makerere University in Uganda.

Regarding the exchange of staff and examiners, he said arrangements would made for the university lecturers working in East Africa to pay academic visits, normally lasting not more thanone semester, to the various departments of member universities.

"The visiting academic teaches students, participates in research and exchanges ideas on topics of mutual interest," he added.

Chacha stressed that institutions within the region should develop their post-graduate programs to pool resources in order toavoid unnecessary duplications especially at the higher degree levels.

He concluded by saying that the IUCEA, whose primary responsibility is to co-ordinate academic research activities for member universities and governments, is currently thinking about establishing a regional academic meeting, which may be annual or biannual, for a multi-disciplinary exchange.
