Waste-Burning Power Plant Built in Northeast Chinese City

Harbin, capital of northeast China' s Heilongjiang Province, will have its first waste-burning power plant operational by mid-April, which will be able to burn over 200 tons of trash, and produce 13 million to 21 million kilowatts of electricity a year, city officials said.

Harbin, capital of northeast China' s Heilongjiang Province, will have its first waste-burning power plant operational by mid-April, city officials said.

The power plant will be able to burn over 200 tons of trash, and produce 13 million to 21 million kilowatts of electricity a year.

Tests during the commissioning showed that smoke and other discharges conformed to national standards for environmental protection.

The power plant is part of the "green aid" program signed by the Chinese and Japanese governments in 1992, by which Japan pledged to accelerate environmental technology transfers to developing countries.

City officials said the 146 million-yuan (17.6 million-U.S. dollar) power plant marked the beginning of the city's attempt to turn its waste, produced at a rate of 3,500 tons a day, into electricity.

Like many other Chinese cities, Harbin currently buries all its garbage in five dumping grounds, which are quickly running out of space.

China now produces about 100 million tons of waste a year, adding to rising waste hills totaling 6 billion tons. Only recently have Beijing, Shanghai and other major cities begun to send their waste to incinerators.
