The Immigration Department of the Hong Kong Special Administrative Region (SAR) Monday commenced removal action in accordance with the law against those remaining right of abode (ROA) claimants who do not benefit from the judgment delivered by the Court of Final Appeal (CFA) on January 10 this year.

Michael Wong, deputy secretary for security, said that a total of 4,700 ROA claimants had obtained the identification letters from the Immigration Department and returned to the mainland voluntarily before the "grace period" implemented by the mainland authorities ended at midnight of March 31.

The department has issued a total of about 5,000 identification letters. It is estimated that about 4,300 ROA claimants who do not benefit from the CFA judgment are still remaining in Hong Kong.

"Our removal action is legitimate and necessary," Wong said. He reiterated that the Hong Kong SAR government would neither grant amnesty to these people nor extend the Concession Policy.
