Presidium of Fifth Session of Ninth NPC Holds Second Meeting

The presidium of the Fifth Session of the Ninth National People's Congress (NPC) held its second meeting Tuesday morning.

The presidium of the Fifth Session of the Ninth National People's Congress (NPC) ended its second meeting Tuesday morning with a decision to present a draft resolution on the government work report by Premier Zhu Rongji to all NPC delegations for deliberation.

It was also decided at the meeting that two other draft resolutions, on the national social and economic development plan and central and local budgets respectively, be printed and presented to the delegations for examination and deliberation.

All the three draft resolutions will then be submitted to the Fifth Session for voting.

The meeting was presided over by Li Peng, executive chairman of the presidium.

Chen Guangyi, chairman of the Financial and Economic Committee of the NPC, delivered a report on the examination of the implementation of the government's 2001 plan for national economic and social development and the 2002 draft plan.

Chen said his committee held the main targets and measures of the draft development plan drawn out by the State Council, as well as a report on it, are feasible and suggested that the Fifth Session endorse the draft plan and the report.

Based on the opinions of NPC deputies, the committee suggested all-out efforts be made to speed up agricultural and rural economic restructuring and raise the income of farmers; to speed up the strategic national economic restructuring and deepen the reform of state-owned enterprises; and to expand urban employment, raise the income of urban residents and step up the building of a social security system.

The committee also suggested work be done to manage well and use wisely the proceeds of long-term treasury bonds for a relatively rapid increase in social fixed asset investment; to have the financial sector give more support to economic development, and stabilize and develop the capital market; to work hard to meet the requirements of the World Trade Organization and promote the opening-up drive; to adhere to the strategies of revitalizing the nation through science and education and sustainable development; and to further transform government functions and continue to rectify and standardize the market economic order.

Guo Zhenqian, vice-chairman of the committee, made a report on the examination of the implementation of the 2001 central and local budgets and the 2002 draft budgets.

The committee, according to the opinions of NPC deputies, made the suggestions: to strengthen tax collection and management, guarantee spending on major projects; further promote the reform of the budget system, improve the financial and taxation systems, reform compulsory education in rural areas, and advocate the fine tradition of hard work and thrift.
