State Council Tele-Conference on Spring Ploughing

Great efforts must be made to ensure spring ploughing is carried out and to help people in poverty-stricken areas to organise their lives and make their land productive, said Vice Premier Wen Jiabao Friday in Beijing.

Great efforts must be made to ensure spring ploughing is carried out and to help people in poverty-stricken areas to organise their lives and make their land productive, said Vice Premier Wen Jiabao Friday in Beijing.

He made the remarks at a tele-conference held by the State Council. Wen urged governments at various levels to pay close attention and to take effective measures to ensure spring ploughing is done and there are mechanisms in place for fighting droughts.

Wen Jiabao also stressed the need to maintain and upgrade irrigation equipment and any projects which ensure ploughing is done. Farmers in drought areas should be encouraged to plan ahead with planting.

Funds for spring ploughing must be made available, and the People's Bank of China will add another 26 billion yuan (about 3.13 billion U.S. dollars loan to China's central and western areas which have insufficient agriculture funds.

Departments concerned must guarantee the supply of agriculture material for spring ploughing to protect farmers' rights. Pest prevention should be included in the working agenda of governments.

Wen pointed out that people in poverty-stricken areas are facing severe difficulties. He asked governments at various levels to help poverty-stricken farmers to maintain social stability.
