China's RBN-DGPS System to Begin Operation
Coverage area: 300 kmThe China Maritime Safety Administration (CMSA) released in Beijing on December 28 that RBN-DGPS system will be formally put into full operation for public navigation service on January 1, 2002. Within the 300-km signal coverage area of single RBN-DGPS station at sea, the position accuracy is better than 5 m for sub-meter navigation receiver.
20 RBN-DGPS stationsAccording to "CHINESE MARINE RBN-DGPS SYSTEM PLAN", 20 RBN-DGPS stations have been set up by CMSA through 1996-2000 in three phases. The signal coverage (or multiple) can fully cover the critical China coastal harbor, harbor approach and waterways.
Position accuracy: 5 meterThe position accuracy depends directly on the performance of the user's DGPS receiver and the distance of the user from the receiver reference station. In normal conditions, in the coverage area of 300 km radius, the meter accuracy DGPS receiver can obtain position accuracy better than 10m(2drms), while the sub-meter accuracy receiver better than 5m(2drms).
As from January 1 next year ships along the coastal areas of China will be able to receive the signal for navigation so long as they are installed with satellite signal receiver for professional use, thus being able to get high-precision positioning signal.
Marine RBN-DGPS in China
To meet the operational requirement of marine
public navigators, marine surveying, marine
petroleum exploitation, dredging and pilotage
in China critical harbors, waterways and
coastland, in 1996, taking full advantage of
the equipment of existing radiobeacon and
Loran-A station, China Maritime Safety
Administration(MSA) started the construction
of RBN-DGPS station system that was already
completed before the year of 2000. The
RBN-DGPS navigation service is designed to
provide coverage with the specified signal
strength for all harbor and harbor approach
areas and other critical waterways wherein the
MSA provide aids to navigation. For some
critical harbor and harbor approach areas,
coverage of which is provide by more than
one broadcast site.

RBN-DGPS Technical Specifications
Transmission Frequency: By assigned ITU for marine radio
beacon, China MSA RBN-DGPS stations
transmit correction information in the
frequency band 283.5-325.0 kHz.
Following the recommendation on the
allocation and assignment of reference and
broadcast station identification number by
IALA, the ID number are assigned from north
to south, 601-609 for reference station and
601-629 for broadcast site.

Message type is in the format RTCM
SC104 Recommended Standards for
differential navstar GPS Service. Type
Message 9-3, 16 are applied. However, the
message type may be changed if appropriated.
