Cambodia, Vietnam Issue Joint Declaration on Framework for Bilateral Cooperation

Cambodia and Vietnam issued a Joint Declaration on Framework for Bilateral Cooperation betweenthe two countries Monday afternoon in Phnom Penh, stressing bringing their bilateral relations onto a new stage of development in the 21st century.

Cambodia and Vietnam issued a Joint Declaration on Framework for Bilateral Cooperation betweenthe two countries Monday afternoon in Phnom Penh, stressing bringing their bilateral relations onto a new stage of development in the 21st century.

It pointed out that Cambodia and Vietnam "have entertained time-honored friendly relations," adding that "The bilateral relations have been further developed on the basis of the principles contained in their Joint Communiques of 1992 and 1995."

During the visit to Cambodia in June, 1999 by Le Kha Phieu, then General Secretary of the Communist Party of Vietnam, the two countries have identified a guideline for bilateral relations in the 21st century, namely, "traditional, stable, long-lasting bondsof friendship, solidarity, cooperation and good neighborliness," it said.

The two nations would continue to develop their relations basedon the principles enshrined in the U.N. Charter and other universally recognized principles of international law, on the Five Principles of Peaceful Coexistence and on the principles set forth in the Treaty of Amity and Cooperation in Southeast Asia, especially on the principles of respect for each other's independence, sovereignty and territorial integrity, the joint statement said.

They further reaffirmed their respect for the principles of non-interference into each other's internal affairs, of non-recourse to the use of force or threat of force, of peaceful settlement of all disputes.

They also affirmed to maintain regular high-level meetings between the representatives of the two parliaments, governments, state agencies and military forces at various levels.

Vietnamese President Tran Duc Luong arrived here Monday morningfor a three-day state visit to Cambodia at the invitation of King Norodom Sihanouk.
