The State Council, the Chinesecabinet, has issued a circular urging more efforts to put tax collection in order and improve the conditions for tax collection.

The circular says that since last April the tax administrationsacross China have intensified their efforts to collect individual income tax and crack down heavily on cheating on export tax rebate, but tax-related crimes remain unresolved, and cases of tax dodgingand evasion, forging value-added tax invoices and illegal tax exemption remain rampant.

The circular urges a continued crackdown on export tax rebate fraud and continued inspection of collection of corporate income tax and individual income tax.

The circular says that value-added tax invoice fraud remains the major source of major tax crimes at this time, and therefore cooperation among all judicial and administrative organs concerned is necessary.

Moreover, the circular calls for reinforcement of tax-collection work and the construction of a sound body of tax collectors.
