A regulation was formulated Wednesday in Shanghai, this east China's financial center, to regulate the city's mushrooming rail projects.

The Shanghai Rail Transportation Management Rules, presented by the Shanghai Urban Transportation Administrative Bureau, aims to rail against malpractice of the metro system.

The first Shanghai metro was put into operation in 1992. So far, the city has completed 65 kilometers of rail lines.

Sources said that the city now has three more lines under construction and a 23-km line in Yangpu District will start construction next month.

The rail traffic network is expected to share 50 percent of Shanghai's traffic flow, with 17 metro lines and light rails amounting to 780 kilometers, according to the long-term plan.

The fast development of the city's rail network demands a comprehensive legislative endeavor to prevent malpractice, which has emerged during recent years.
