A Saudi study released on Saturday describes terrorism as a major challenge in the 21st century, Kuwait's official KUNA news agency reported.

"Terrorism in general and terrorist attacks are threatening the entire world and hampering development process," said the study released by Riyadh-based Nayef Arab Academy for Security Sciences (NAASS).

The study, titled "Terrorism and Its Dimensions," finds that terrorism also "sparks regional and international wars."

"Terrorism is the leading challenge in the 21st century and is jeopardizing international peace and security," it said.

Citing means used in modern terrorism, the study noted that aircraft hijacking incidents have increased in recent years.

The study called on the world community to implement international civil aviation safety agreements and intensify regional and international cooperation in fighting terrorism.

The main goal of NAASS, with Saudi Interior Minister Nayef Ibn Abdul-Aziz as its chairman, is to lift the standards of performance and qualifications of the employees in the Arab security apparatuses.

Saudi Arabia, a key regional ally of the United States, has condemned the September 11 attacks on New York and Washington. However, Western critics are displeased with the kingdom for doing too little to help the U.S.-led campaign against terrorism and for being a breeding ground for Islamic militants.
