Chinese Vice Premier Qian Qichen told UN High Commissioner for Human Rights Mary Robinson Thursday that China places value on human rights education and is willing to strengthen exchanges with international community in this regard.

Robinson is in Beijing to attend a seminar on human rights education.

During the meeting, while extending congratulations on signing of the cooperation plan for 2002 between China and Robinson's United Nations office, Qian said that China will continue to spread information on human rights and related laws and make its due contribution to the cause of global human rights.

The United Nations should play its due role in addressing various uncertainties that have emerged in the current world situation, Qian said, noting that the unity and cooperation of the international community on such matters is also vital.

China's stance on anti-terrorism is resolute and consistent, Qian added.

Robinson said the cooperation plan symbolizes that bilateral cooperation has entered a new phase, and her office is willing to join hands with China to promote the involvement.

While extending appreciation for China's stance on anti-terrorism, the high commissioner said strikes against terrorism should abide by international practices of humanitarianism and military actions should try to avoid the killing of innocent civilians.

She also pointed out that rooting out racial discrimination is a necessary mission of the international community and she thanked China for its efforts to ensure the success of the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR) held in South Africa.

Early Thursday morning, Vice Foreign Minister Wang Guangya and Robinson signed a technical cooperation agreement on human rights for the year 2002 between the Chinese Foreign Ministry and the office of the U.N. high commissioner for human rights.
