Two belts are a 1000-billion modern service industrial belt and a 1000-bollion high-tech industrial belt.
The modern service industrial belt, based on the development axis of Gaoxin Road - Keji Road - Tangyan Road - Jinye Road - Xitai Road, focuses on financial commerce, headquarters, modern commerce, and cultural entertainment.
The high-tech industrial belt from north to south focuses on the strategic emerging industries.
The two cities are the Samsung City (a comprehensive bonded zone) and the Software New City (a software park).
The Samsung City (a comprehensive bonded zone), with a planned area of 10 km2, will be China's largest foreign investment project. In fact, centering on Samsung's high-end flash memory, the project will drive the settlement of nearly 100 supporting enterprises, improve the semi-conductor industry chain in Xi'an, and construct a new-generation information technology industry highland with global influence.
