Set up a new governmental agency

Being the governmental agency of the municipal government, the Xi'an High-tech Zone Management Committee fulfils some economic management authority and corresponding administrative management function in line with the Xi'an Development Zone Rules approved by the provincial People's Congress, and provides management services to investors and enterprises of the zone including project approval, land expropriation, planning construction, real estate certificate distribution, talent recruitment, approval procedure of going abroad, in-city registered permanent residence, and social insurance. High-tech Zone Management Committee applies such a policy: one seal for the office work in one building.

The High-tech Zone Management Committee passes the ISO9001 quality management system certification and ISO14000 environmental management system certification in succession. In addition, the High-tech Zone Management Committee employs world famous institutions including McKinsey & Co to provide management consultancy. As a result, the Management Committee constantly makes new progress in scientific management and standardized operation. The Xi'an High-tech Zone establishes market service systems including notarization, lawyer, accounting, audit, entrepreneurship service center, talent service center, investment service center, loan guarantee, information consultancy, technology trading center, intellectual property rights evaluation, labor arbitration, freight, property right, trade, and appraisal. Shaanxi Xi'an Export Processing Area B was located in the zone upon approval from the State Council. All of them can provide the investors and enterprises with comprehensive excellent services.

In recent years, the Xi'an High-tech Zone Management Committee regards the construction of a new governmental affairs service center as a key measure to further improve the soft environment and increase core competiveness in line with the magnificent objective of constructing a world-class park. The Xi'an High-tech Zone Governmental Affairs Center, with a total area of 4000 m2, was open to the public officially on September 1, 2009, in which the "one-building" office work as well as "one-stop" and "one-table" service were realized, and the "online office" was also realized.
