With a strong capability of gathering resources and production factors including enterprises, projects, funds, and talents, the Xi'an High-tech Zone plays a vital role in bringing about growth across the city and promoting its openness. The settlement of the biggest communication data exchange center in western China, Xi'an Customs, China Mobile Shaanxi Branch, China Unicom Shaanxi Branch, and China Netcom Shaanxi Branch in the zone provides a more convenient and faster service environment.

Currently the Xi'an High-tech Zone makes all efforts to build the "World-class High-tech Zone." By optimizing its business and innovation environment, the High-tech Zone attracts numerous excellent talents to start a business here, leading to more obvious talent gathering effect, which promotes the formation of a talent and intelligence highland and creates a lot of job opportunities. The Xi'an High-tech Zone now has more than 300,000 people working there, including more than 130,000 with a degree of bachelor and above. 600 of 1000 people have a degree of junior college or above, ranking third among all national high-tech zones. The amount of enterprises and the number of jobs rank second in China. The Xi'an High-tech Zone is authorized as the national first "University Student Entrepreneurship Base" and "Innovation and Entrepreneurship Bases for High-level Overseas Talent" and "Shaanxi High-tend Talent Innovation and Entrepreneurship Base." Various professionals account for 32% of total employed population. There are 21 centers for post-doctoral studies, accounting for 1/3 of the whole province. There are more than 20,000 masters and doctors.

The Xi'an High-tech Zone Talent Service Center has set up an efficient, fast, cheap, and multi-channel human resources allocation system and development system; its efforts to introduce talents have obtained tangible results. The Talent Service Center has also set up a human resources management system for personnel file management, high-end talent introduction, personnel allocation and distribution procedure handling, settlement of graduates from universities, junior colleges, and technical secondary schools, review of going abroad, labor dispute arbitration; sets up a talent labor market, online talent communication, high-end talent hunter, intelligent introduction, talent training and appraisal, social guarantee, overseas student service, professional title appraisal, recruitment advertising review, employment guidance, university student internship, and talent dispatching. In addition, a new mode for human resources service for investment attraction projects and key enterprises is established. Nearly 100 training intuitions in the zone can customize blue-collar workers, technicians, and senior managers for the enterprises. By taking the actual situation into account, "One Policy One Enterprise" is applied to the enterprises in the zone to solve the problem of lack of staffs appropriately.
