January 9 Guizhou National Drug Control Office issued the Notice on Including the Promotion of the “Sunshine Project” for Community-based Drug Rehabilitation and Recovery into the Assistance Work of Guizhou Drug Control Commission Units.

January 16 Guizhou Drug Control Office issued the Interim Measures for the Management on Community-based Drug Control Staff in Guizhou.

February 4 Zhao Kezhi, secretary of the Guizhou Provincial Committee of the CPC and Guizhou governor, gave instructions on the article of “Guizhou’s Explorations on Building the New Four-in-One “Sunshine Project” Mode for Community-based Drug Rehabilitation and Recovery” published on the Political and Legal Dynamics (No. 147 edition of the special issue on vigorously promoting three key tasks) at the Political and Legal Affairs Committee under the CPC Central Committee.

February 6 Cui Yadong, member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of Guizhou Politics and Law Commission, deputy director of Guizhou Drug Control Commission, and head of Guizhou Public Security Department, gave instructions on the article of “Guizhou’s Explorations on Building the New Four-in-One “Sunshine Project” Mode for Community-based Drug Rehabilitation and Recovery” published on the Political and Legal Dynamics (No. 147 edition of the special issue on vigorously promoting three key tasks).

February 8 The National Drug Control Commission implemented the situations reported at the “Guiyang Meeting,” published the work opinions established by Guizhou Drug Control Commission (27, 28), and promoted the in-depth development of community-based drug rehabilitation and recovery work. The major of Qingzhen, Guizhou asked to adopt unconventional measures to promote the construction of job placement bases when investigating the “Sunshine Project.”

February 28 Cui Yadong, member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of Guizhou Politics and Law Commission, deputy director of Guizhou Drug Control Commission, and head of Guizhou Public Security Department, hosted the first plenary (expansion) session of Guizhou Drug Control Commission in 2012. A total of over 100 people, including the deputy director and members of Guizhou Drug Control Commission, members of the leaders’ group for the promotion of the “Sunshine Project” for community-based drug rehabilitation and recovery, directors of drug control commissions and offices of all cities (prefectures), and the directors of drug control commissions of 35 counties (cities, districts, special areas) with more than 1,000 drug addicts, attended the session.

March 5 The staff from the National Drug Control Office and the Chinese Children Development Center (CDCC) paid a visit to Anshun, and investigated the project about the children’s needs and protection measures for the children’s rights in drug control prevention and education fields.
