Chronicle of Events in Drug Control in Guizhou (After the People’s Republic of China was founded) (10)

January 2 Guizhou Drug Control Office and the drug control squad of Guizhou Public Security Department studied and made arrangements for the crackdown on outflow drug trafficking, and proposed to enhance the crackdown to change the situation of serious outflow drug trafficking.

May 16 Guizhou Drug Control Office held a special meeting to analyze and discuss the drug situation in the first quarter of 2008. The office believed the crimes related to new types of drugs had increased rapidly, the transit of bulk drugs had increased, rather than declined, and the outflow drug trafficking had become prominent daily. It also asked the drug control authorities at all levels in the province to enhance crackdown efforts and work steadfastly, so as to ensure the improvement of drug situations.

June 2 Guizhou Drug Control Commission held its first plenary session in 2008. Leaders including Lin Shusen, deputy secretary of the Guizhou Provincial Party Committee, governor, and director of Guizhou Drug Control Commission, and Huang Kangsheng, member of the Standing Committee of the CPC Guizhou Provincial Committee, vice governor, and deputy director of Guizhou Drug Control Commission, attended the session, and Cui Yadong, member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of Guizhou Politics and Law Commission, head of Guizhou Public Security Department, and deputy director of Guizhou Drug Control Commission, hosted the session. At the session, Guizhou Drug Control Commission summarized the people’s war’s against drugs in Guizhou for the past three years, discussed the opinions on the establishment of compulsory quarantine and rehabilitation sites in Guizhou, and made arrangements for the implementation of the Anti-drug Law and the drug control work of the province at the next stage.

June 13 Guizhou Public Security Department held a special action analysis meeting on the crackdown of outflow drug trafficking. It proposed that all localities should vigorously promote the key drug control work based on the prominent reality of outflow drug trafficking, and strengthen trans-provincial exchanges and cooperation to form joint efforts, so as to effectively crack down on drug crimes.

June 24 The large-scale drug control gala themed at “conducting drug control according to laws and creating harmonious society,” hosted by Guizhou Drug Control Commission, and sponsored by Guizhou Public Security Department, Guizhou Culture Department, Guizhou Radio and TV Department, and Guizhou Drug Control Office, was held in the auditorium of Guizhou Public Security Department. The gala was broadcast live by Guizhou TV.

October 17 The drug control authorities of Guizhou and Zhejiang signed the Drug Control Work Agreement in Guiyang.

October 13-16 The National Drug Control Office held the training classes about national drug control publicity and education in Guiyang.

November 20-23 A 5-people delegation led by Yang Fengrui, executive office deputy director of the National Drug Control Commission and head of the Narcotics Control Bureau of the Public Security Ministry, visited Guiyang and Zunyi, and investigated the implementation of the Scientific Outlook on Development of drug control authorities and the promotion of the establishment of a drug control mechanism.

December 16 Guizhou Drug Control Office held a special meeting, listened to the report on the drug control work of 9 cities, prefectures, and localities in the province in 2008, in particular the progress made in community-based drug rehabilitation (recovery) work at all localities since the implementation of the Anti-drug Law, and discussed and arranged for the drug work in 2009.
