Chronicle of Events in Drug Control in Guizhou (After the People’s Republic of China was founded) (5)

1998
April 24 Guizhou Public Security Department issued the Interim Measures for the Rating of Compulsory Rehabilitation Centers of Public Security Authorities in Guizhou.

July 10 Guizhou Care for Next Generation Working Committee, Guizhou Drug Control Commission, the Communist Youth League, Guizhou Provincial Party Committee, and Guizhou Provincial Women's Federation jointly held a motorcycle long-distance publicity campaign themed at “staying away from drugs for younger generations.”

July-September Guizhou Public Security Department held a large-scale drug control mobile publicity show, and conducted a touring exhibition in 9 localities, prefectures, and cities, and 19 colleges and universities.

In the year, 10 public security compulsory rehabilitation centers of 10 counties moved to new sites or expanded, adding 1,790 beds.

1999
February 10 Guizhou Provincial Party Committee issued the Opinions on Further Strengthening Drug Control by Guizhou Provincial Party Committee and the People’s Government of Guizhou.

March 30 Guizhou Provincial Party Committee and the People’s Government of Guizhou held a provincial-level drug control meeting. At the meeting, Qian Yunlu, deputy secretary of Guizhou Provincial Party Committee and governor delivered an important speech, and decided to carry out a 90-day anti-drug campaign throughout the province between April and June.

April 1-July 30 The 90-day anti-drug campaign was carried out collectively throughout the province (and was prolonged for one month). Guizhou detected 4,972 drug-related cases, and captured 1,749 suspects, 33 kg of heroin, 21 kg of opium, and 2,304 ice pills. 16,199 drug addicts (including 2,888 relapse personnel) were sent to compulsory rehabilitation centers.

2000
March 7 Guizhou Public Security Department held a key control & Anti-drug Investigation meeting in Liupanshui, and arranged and deployed the work concerning the construction of “drug-free” communities and key control throughout the province.

October Guizhou Public Security Department established a drug control squad, subordinating case investigation office, drug control guidance office, and information technology office, with Peng Dequan serving as leader-in-chief and Zhou Yunren serving as political commissar.
