1996
June 15-30 The provincial leadership group for strict crackdown on drugs and Guizhou Public Security Department organized to carry out a special war of cracking down drug abusing, trafficking, and other illegal crimes throughout Guizhou.

July 30 Guizhou Public Security Department issued the Notice on Strengthening Opium Planting and Preventing the Resurgence of Illegal Poppy Planting, and asked to consolidate the results achieved in opium planting prohibition, and fundamental change the previous situation that despite of annual prohibition and elimination, lawbreakers continued to plant poppy every year.

August Guizhou Public Security Department held a provincial-level symposium concerning the drug control work in the public security field & on-site meeting on the management of drug rehabilitation centers in Zunyi.

August Guizhou Drug Control Commission organized the Public Security Department, Health Department, Guiyang Municipal Drug Control Office, Municipal Public Security Bureau, Municipal Health Bureau, and other units to form a joint working group, to investigate, clear, and rectify voluntary drug rehabilitation in Guiyang.

January Guizhou Drug Control Commission made clear the objects, tasks and working measures of the drug control work during the ninth five-year plan period.

January In accordance with the arrangements of the National Drug Control Commission, Guizhou Provincial Party Committee and the People’s Government of Guizhou carried out a 4-month special war against drugs.

May 30 Guizhou Provincial Party Committee issued the Notice of Guizhou Provincial Party Committee and the People’s Government of Guizhou on Adjusting and enriching the drug control leadership agencies in Guizhou. Guizhou’s leaders’ group for drug control (also called Guizhou Drug Control Commission) was established, with Wu Yixia, deputy secretary of Guizhou Provincial Party Committee and governor, serving as head, and Hu Kehui, member of the Standing Committee of the CPC Guizhou Provincial Committee and secretary of Guizhou Politics and Laws, Hu Xiansheng, member of the Standing Committee of the CPC Guizhou Provincial Committee and vice governor, and Jiang Yanhu, head of Guizhou Public Security Department, serving as deputy head.

May 26 Guizhou Drug Control Commission held a signing meeting for destroying drugs in public and inviting 10-thousand people to sign and refuse drugs.

1996-1997 Guizhou set up 35 public security compulsory rehabilitation centers, and 18 temporary rehabilitation centers. The management on rehabilitation centers in Guizhou has gradually walked on a standardized track
