According to lots of forefront drug fighters, the party and government administrations of a locality which is said suffering from serious drug abuse would have no choice but to control the spread and abstention of drugs. However, the publicity attaches more importance to the fighting force and fruits rather than sufficient explanation and warning of the long-term yet Herculean hazards of drugs. Some localities where drug issues are emerging may suffer from drug flooding few years later as local authorities fail to face up the situations and their indifference or even intentional overlook or holding back.

The indifference and non-action of local authorities as the leaderships are usually take their offices for a short term and at new jurisdictions, may leave the drug-related problems to be addressed to their successors, and the leaders themselves may very likely to encounter similar severe social problems left to them in turn in their next new places to govern. From the lessons drawn from “Wong’an Incident”, we may find that under the context of highlighted social contradictions and high incidence of emergencies and mass disturbance, it will cause the contradictions promoted, situations worsened and disposal and governance difficulties increased in case the drug associated groups and latent social problems get interwoven with the emergencies and mass disturbance.

(iii) To make drug harms related reports more targeted and result-oriented

It is indisputable that drug harms are both profound and lasting, which also serve as the main points of relevant media reports. However, the harms of drugs may change gradually, in different stages and at different levels. The reports should be more targeted and persuasive to publicize corresponding level of harms to different groups.

One may feel certain euphoria during his initial stage of drug using, during which period the harms are latent at large, neither dreadful nor irremediable, and may only exert spiritual and physical damages to the individual in question. Soon, when the taking purposes shift from pursuing euphoria to relieving the discomfort due to extreme physical desire for the drugs, the harms arising wherefrom may emerge and may develop into in-depth spiritual and physical damages like AIDS when the drug addict’s personal wealth could no longer fulfill the cost of drugs.
