The 108th File Issued by the General Office of the People’s Government of Guizhou Province – Policy Guarantee for the Construction of “Sunshine” Project
On September 20, 2011, the general office of the People’s Government of Guizhou Province printed and distributed Opinions of the General Office of the People’s Government of Guizhou Province on Deepening the Construction of “Sunshine Project” for Community-Based Drug Control Treatments and Rehabilitation Works (QFBF[2011]108), (the 108th File for short). The 108th File clearly states the significance, guiding principles, working objectives and primary missions of “Sunshine Project” construction, and makes clear provisions on governmental and department responsibilities as well as social supports, particularly on funds safeguard mechanism, tax breaks, treatment systems, land planning, bank loans, skill trainings, industry supports and securities for disabled drug users. Besides, the 108th File factors the funds used for the construction of “Sunshine Project” into financial budget. This file, as the first document issued by a People’s Government at provincial level providing exceptional policies to drug control and rehabilitation works, becomes a cornerstone of the construction of “Sunshine Project” in Guizhou. In terms of funds, the 108th File demands governments at all levels to factor funds used for the construction of “Sunshine Project” into financial budget. The Provincial Department of Finance will appropriate 150,000 yuan and 300,000 yuan respectively to “Sunshine Enterprises” with personnel placement scale over 50 and over 100 as supportive funds for their construction in the preliminary stage. The local financial departments will make provisions in the same amount. In terms of medication, the 108th File demands to factor funds used for methadone maintainance treatment into financial budgets at all levels and provide treatment services to rehabilitation personnel free of charge. In terms of tax policies, the 108th File prescribes that appropriate tax benefits and tax concessions should be given to enterprises, individually-owned businesses and private owners providing jobs to rehabilitation personnel and self-employed rehabilitation personnel. In terms of social security, the 108th File stipulates that the disabled or unemployed rehabilitation personnel (for any reason) should be provided with basic cost of living allowance and basic medical insurance and that those qualifying for assistance for the disabled should be incorporated into the corresponding assistance and insurance scope.
