The Third Milestone: Suffering the growing influence of the international narcotic drugs invasion in the mid and late 1990s, the spread of narcotic drugs again became a problem of China's anti-drug work. A Special Seminar was held by the Standing Committee of the Central Political Bureau in December 1996 to further strengthen the anti-drug work; The No.5 Document was issued by the CPC Central Committee and the State Council in January 1997 to specify the main leaders of party committees and government at all levels as first responsible persons of the local anti-drug work; the second national anti-drug conference was held by the National Narcotics Control Commission in March 1997 to deploy and carry out the first nation-wide anti-drug campaign since the 1980s; and on such basis, a national anti-drug exhibition themed as "love life, no drugs" was held from May to July 1998. It is reported by the medias as an exhibition with the longest duration (for 63 days) and the most spectators (more than 1.66 million people); with the highest significance (participated by all members of the Standing Committee of the Political Bureau in the CPC Central Committee) and the most extensive instructive meaning (visited by all sectors of the society during the nationwide tour); and the one with the best social effects (regarded as "phenomenon of anti-drug exhibition" coming with huge social repercussions). In particular, seven members of the Standing Committee of the Political Bureau in the 17th CPC Central Committee and other chief leaders of state organs also visited the anti-drug exhibition in person, and they gave a series of important instructions to strengthen the follow-up anti-drug work. The National Narcotics Bureau was established by the Ministry of Public Security under the approval of the State Council in 1998 after the exhibition; and the new National Narcotics Control Commission was re-established in 1999. The white book on China's narcotics control was issued in 2000; and the third national conference on narcotics control was held by the National Narcotics Control Commission in Baotou in August 1999. This indicated that China's anti-drug work in the context of socialist market economy had entered a new stage.
