Meanwhile, the regional foreign ministers who ended their meeting here late on Tuesday said there is an urgent need to deploy the agreed neutral international force to help end the fighting.
In their communique, they called upon the African Union Peace and Security Council to mandate the neutral force and seek support of the UN Security Council to deploy the force.
They urged African states to contribute troops to the force as soon as possible to stop the escalation of fighting.
Both DRC and Rwandan leaders arrived here for consultations on Tuesday after the M23 rebel group claimed control of Goma, the capital of North Kivu province in the DRC.
The rebel advance sparked tensions between the two neighbors, with the Congolese government accusing its Rwandan counterpart of backing the M23 and the latter denying the charges and blasting the former for bombing its border territory.
