China Needs to Vigorously Develop Its Marine Human Resource (5)

The largest marine human resources also endow China with a potential to develop an abundant marine culture. Marine culture refers to people’s activities on the ocean which is accumulated throughout time. A country's ocean activities increase in direct proportion to its marine population. Therefore, the prosper marine industry will lead to marine culture prosperity, as Mao once commented, "an economic peak is definitely followed by a culture climax". Culture resource is inexhaustible, and it becomes richer as it accumulates. As a result, marine culture can be an inexhaustible energy for sustainable development of marine economics.

Marine human resource development is a gigantic systematic project (See Figure 4) involving processes such as education investment, marine learning society construction, marine culture construction, healthy marine environment and marine health industries. All of them can be new points for economic growth.
